All players can create Nether portals wherever they want, though building them close to each other may result in them overlapping. The Nether on Betaonline is notorious for having large chunk-errors. The reason for this is currently unknown. Exploring and loading new chunks in the Nether tends to cause lag, due to the server having to process two dimensions at the same time.
